California Unemployment Insurance Appeals Board
CUIAB was created in 1943 to provide due process for workers and employers seeking to appeal unemployment insurance benefit decisions, disability insurance benefit decisions, and employer payroll tax decisions and charges to employers' reserve accounts made by the California Employment Development Department (EDD).

CUIAB offers two levels of appeals. The first level of appeal is an appeal to an administrative law judge at CUIAB where a hearing is conducted and the judge issues a decision. If a party disagrees with the judge's decision, they can appeal that decision to the Board Members. This is the second level of appeal.

In addition to deciding appeals, the Board issues precedent decisions and oversees CUIAB operations and its hearing facilities in twelve field offices and their satellite facilities around the state.
