The basic rules are:
10 shots on target for score (at least 50 yards or further)
no mulligans, no doovers, no fliers...
max rifle weight: 4.76 kg (10.5 lb)
lead sleds are not allowed

The idea of this challenge is to show keyboard kommandos that 1 MOA is not that common and not that easy to make. First point is that 3 rounds are absolutely not statistically relevant and resemble more luck than anything else. 5 shots are better but not really indicative of the accuracy of a particular rifle or ammunition. I have gotten really good 5 shot groupings with rifle that i arent consistent. Sometimes you can get lucky.

But 10 rounds grouping level the playing field you can't cheat it, you can't get lucky with all 10 shots and if the rifle/ammo isn'0t capable of 1 MOA, you won't be able to do it.

Yes, a lot of people don't have the skill to do it but you would be surprised to learn that also a lot of most common rifles on the market today can't do it. A lot of them require at least handloaded ammo and a bunch of modifications.
