Evidence in case of a name change is needed to allow Canadian Immigration authorities to confirm your name change and crossreference it against their database. This ensures there is no other application submitted under a different name that would lead to duplicate entries.
Another reason would be to avoid fraudulent applications from dishonest people who may have got their application refused in the past due to misrepresentation or escape penalties.

The burden hence falls on the applicant to prove his or her change in name.
