Lauria is just one of the more recent Wargaming crack pipe BB design, turned up to eleven with some of the highest speed, best concealment, best armor, and best guns in tier ten. Probably a top three ship in randoms.

I still recommend Incomp over Lauria as first steel BB if you play a lot of ranked, as Lauria isn't that great in ranked and Incomp is almost as good as Lauria in randoms. DGAF about ranked, get Lauria first.
