An All Pass filter is a signal processing filter that passes all frequencies equally in gain but changes the phase relationship among various frequencies. Simply put, all pass filter allows all frequencies to pass through them, does not change their amplitude but changes the phase. All Pass filters have a flat frequency response since they pass all the frequencies. They displace signals in time as a function of frequency.
