In a move to target institutional “bad actors” and address housing market concerns, Immigration Minister Marc Miller declared on Monday that the federal government will cap international student visas over the next two years.
✅ For 2024, 360,000 undergraduate study permits will be approved, aiming to reduce numbers by 35% from 2023. Each province and territory will receive a share based on population, resulting in more significant decreases where international student growth is unsustainable.
Provinces decide permit distribution across institutions. ✅ The cap, effective for two years, will be reassessed in 2025. Minister Miller criticized private institutions for exploiting international students and emphasized the need for quality education.
