25 years ago Russia had seen its first big terrorist attack. The separatists took civilians hostage. The most remarkable thing about that terrorist attack was the fact that Chernomyrdin who was a Russian primeminister, began direct negotiations with the separatists. It was the last time in Russian history when a person of this rank officially talked to terrorists.

In Russia, the question on whether the government should primarily choose to focus on saving people's lives or assassination of terrorists remains unsolved.
