Lewis lumber is on the hunt for a new forestry area and things haven't been going as well as they had hoped. Suitable sites have local opposition, sites that have no oppositions aren't suitable for development. Luckily for them, Sheila Johnson is coming to the rescue with a proposal that they cannot refuse...

So in this episode, we'll build a custom Paper Mill (paper factory) complex. We'll ensure it has access to both the cargo rail network and the highway network. This will require a few MASSIVE mulligans that will change Paradise Bay forever!
