California Model in action at Valley State Prison

California Department of Corrections and Rehabilitation

Valley State Prison (VSP) has fully embraced the California Model, with employees, incarcerated people and community stakeholders invested in enhancing public safety through rehabilitation and positive experiences. Videographer Jeff Baur recently visited the Chowchilla prison to document the people and programs transforming lives daily.

For years, VSP has been at the forefront of rehabilitation, implementing the Youth Offender Program to tailor rehabilitation to the unique needs of those who experience incarceration at a younger age. More experienced incarcerated mentors guide them through their journey, sharing their experiences and wisdom through meaningful, impactful programs.

Employees embody the California Model themselves, with a commitment to creating a peaceful, respectful environment. Staff appreciation events are common, and employees are empowered to get involved with positive programs and activities. Many employees have even adopted shelter dogs from the prison’s community service program, in which incarcerated people train shelter dogs to prepare them for adoption.

Even the grounds themselves play a part, with beautification efforts inside and out contributing to the positive atmosphere. Families can barbecue during visiting events, and colorful murals adorn the walls inside and out.

“You want to see reform? You want to see change?” asked Correctional Officer Norberto Gonzalez. “Walk through VSP.”
