Can I bring my parents to the UK permanently?
Yes, you can bring your parents to the UK and sponsor their stay by applying for the Adult Dependent Relative visa.
The matter was litigated in Britcits [2017] EWCA Civ 368;

The applicable Home Office policy Family Policy Adult dependent relatives Version 3.0 Published for Home Office staff on 24 January 2022 gives examples of washing, dressing and cooking. The guidance confirms that “this situation may have been arrived at recently – such as the result of a serious accident resulting in longterm incapacity – or it could be the result of deterioration in the applicant’s condition over several years”.

You are unable, even with the practical and financial help of your family member in the UK, to obtain the required level of care in the country where you are living because it is not available and there is no person (close relative, homehelp, housekeeper, nurse, carer, care or nursing home) in your country who can reasonably provide it, or because it is not affordable.
