Testing each individual upgrade for an old 2013era budget PC build to see which one gives more performance: RAM, SSD storage, a CPU upgrade, or a new graphics card

The 2013 Budget Build from my last PC video was… well, okay, it was a bit of a potato, even with some upgrades. The 4th gen i5 CPU, 8GB of RAM, elderly hard drive and Radeon R7 graphics card aren't enough for modern games, but each one could easily be upgraded for better performance. A hypothetical broke PC owner, looking to get their old PC gaming again a decade later, might only have enough money for a single upgrade. Which of the possible upgrades makes the most sense, and which are just a waste of money?
