Anything is possible in Big4 if you have a partner on your side. Inter group transfers will require a business case and an approval from partners.
Location transfers are possible if you have a group /team present in the destination and ofcourse if you have partner approval.

International transfers are possible through a program called “Global Mobility” but its very rare and In my 9 years tenure I only know 2 people who have done it so you be the judge.
