CLS Testimony in Support of HB 1077 to reform Chapter 14 to increase access to utility service

Everyone deserves access to lifeessential utility services, but Chapter 14 of PA’s public utility code creates unnecessary barriers that punish lowincome households, compound economic instability and prevent families across Pennsylvania from staying connected to service. CLS supports HB 1077's amendments to Chapter 14. This bill will enact needed reforms that keep residential utility customers connected to and paying for utility service, ensure people with chronic medical conditions remain connected to service, and maintain consistency and equity in how utility customers are treated, regardless of the county in which they reside.
