Concept of Refractive Index of an Optical Medium
The (absolute) refractive index of a medium is defined as the ratio of speed of light in vacuum the speed of light in the medium.
It is represented by n.
(Absolute) refractive index of a medium
As the speed of light in air is almost equal to the speed of light in vacuum. Therefore, (absolute) refractive index of a medium.

As in vacuum or air (i.e., free space), speed of light (for all wavelength) is maximum, and equal to c, therefore, refractive index of free space (air or vacuum) is minimum.

As refractive index is a ratio of two velocities, it has no units. It is a pure number.

A medium with higher value of refractive index is said to be optically denser compared to a medium with lower value of refractive index.

As nglass = 3/2 and nwater = 4/3, therefore, both glass and water are optically denser compared to air or vacuum.

Further, glass is optically denser compared to water.

And water is optically denser compared to air, but water is optically rarer compared to glass.
v = c/n

Larger the value of n, smaller is the value of v.

It means in a denser medium, speed of light is smaller and in a rarer medium, the speed of light is larger.
