Destiny 2's Lore and Story tells us about how the Witness tried to tempt Ikora and Crow to its side in the Final Shape Campaign. To do this it even went as far as offering to make Crow the King of the Reef & to bring back Amanda Holliday as long as he merely let the Final Shape occur. We now know this thanks to the specific wording of the Hunter Cloak from the Raid Armour of Salvation's Edge.
