DSO138 oscilloscope rerading voltages as per manual and trying to fix

trying to fix my oscilloscope i put together there is a few things not correct here i need to troubleshoot but i dont know how or where to go from here.

i think everything is reading correctly except V and the reading at L1 im getting 15v on both
