AIM at NPC Quest Giver NOT the Windmill!
OPEN Binoculars HOLD Dpad LEFT (brings up Dpad Menu) then Click Right Stick Opens Binoculars
Wait until the NPC tells you to look.
NOW SLOWLY (Like a snail) turn until you find the windmill (in the binoculars).
Happy Days.

NOTE Specific to XBOX control scheme. If anyone has an update on this one please let me know. Was having a blast now can't progress? Main quest line is stuck.

I have tried Holding Right Stick, Nope, Click Right Stick, Tring to Hold Dpad the whole time, Releasing Dpad as you right click. Basicly I just spammed for 30 minutes. Now A quit until they fix it.
