These ""CRIMES"" are a thing of the past.
Back in 2016, the FCC relaxed its rules and now allows portable VHF marine radios onshore in areas next to the water when it relates to the needs of the associated vessel.
Yes, there is an 'onshore' station license, BUT YOU DON'T NEED that anymore.

To be clear, YOU CAN USE YOUR MARINE VHF ONSHORE WITHOUT A SHORE LICENSE.
