Most organisations, especially government ones, have very poor strategy formulation practices. One fundamental problem is that these organisations don't have process designs or flow charts for strategy design and execution or strategic performance management. And where they do have a process design, the sequencing of the steps is not logical, or it has gaps. When we integrate a better performance measurement approach, such as PuMP, into these broken strategy processes, we can fix them and make them work much better to achieve our strategic direction.
