Forcing a University to Level Five in Cities Skylines | Clearwater County 48

Hello everyone and welcome back to Clearwater County! It's been a while in the making, but it's finally time to improve Superior State into a prestigious five star university. Unfortunately, while we were building an industrial hub and fixing the stadium area, the university regressed to a three star campus. Today, we'll force it to level up to five stars. We'll then incorporate the buildings we unlocked into the greater campus area. Enjoy!
