If you cant see the center cross hairs on TechDraw's technical drawing in FreeCAD 0.18 / 0.19 and above the by default these are switched off and a number of settings have to be configured in FreeCAD's preferences. There are also a number of options that can be enabled / disabled for each of the the views you add to FreeCAD's TechDraw technical drawing document. This video explains how to get those centre crosshairs visible on you tech sketches.
