The Alih brothers are policemen during the Martial Law years when the eldest brother is killed at a check point near the Mayor’s house and Policeman Rizal Alih (Ramon Revilla Sr.) is suspect in the assassination of Mayor Climaco. Gen. Batalla (Eddie Garcia) receives an order to arrest Rizal and send him to Camp Crame. Rizal, his wife (Vilma Santos) and his lawyer come to see the General but the meeting turns hostile with Rizal taking Gen. Batalla hostage and his brothers and supporters barricades themselves in the INP headquarters. Rizal keeps the General alive as leverage, but Batalla dares Rizal, by calling him a coward and a shame to Allah which pushes Alih to kill him. Rizal negotiates with Senator Rasul (Rosemarie Gil) and House Speaker Mitra (Tony Carreon), but a sudden commotion abruptly ends their talks. After the set deadline, the marines and their tanks assault the renegades in full force.
