EDIT: Apparently the main teleport (tp) points and the temporary safe zone teleport points interact differently when it comes to manipulating cooldowns for the Vulgus outposts we are farming. I'll have to make a longer, edited guide explaining the differences at some point but for now all this means is that some teleport points on the map will not work at all with this method.

Written guide since im bad at making videos:
Requirements Hard Mode unlocked. Technically you can tp to a different location and tp back if you don't have hard mode, it might work out the same.

Steps:
1) Set game mode to private then tp to the location near the outpost your trying to farm.
2) Go to outpost and complete it, stealth or not doesn't matter unless its a hard mode stealth only pattern.
3) As soon as you kill the boss, open up your map and switch to the other difficulty, then tp to location near the outpost your trying to farm
4) Complete the outpost on the other difficulty
5) As soon as you kill the boss, open up your map and switch to the other difficulty, then tp to location near the outpost your trying to farm
6) Repeat

This method isn't foolproof, there will still likely be 30 sec cooldowns on outposts. Sometimes you also get long 3 minute cooldowns, i think that is because you are too slow to open map and tp to the other difficulty. If a long cooldown happens, tp back to albion to reset the area then try again.
