If you are having issues connecting to the Apple Pencil, try doing these solutions:
1. Restart by holding power + volume down until you see Swipe to Power Off, then release the buttons. Then swipe to turn off iPad, and hold power to turn back on.
2. Go into Settings , General , Transfer or Reset iPad , Reset , Reset Network Settings.
3. Use another charging cable. Your charging cable must support data transfer. Apple's official cable is reccomended.
4. If all fails, your Apple Pencil needs to be brought into Apple. If there is no visible damage to the pencil, Apple should replace it for free
