How to Disable VSync in Fallout 4 FPS FIX
IMPORTANT As clarified in the video, cap your FPS with an external tool as letting the game run over a certain threshold will cause physics/game time bugs. Try anywhere between 60120 FPS. You can use NVIDIA Inspector, Rivatuner, ENB Series, and many other tools to cap frame rate.

You must find the following in all config files:
iPresentInterval=1

And change it to the following:
iPresentInterval=0
