How to Extract Layers from a Vector Basemap (and use them in other maps)

Ever look at a basemap and wish you could just isolate a layer or two from it for some other map? You don't need all the basemap content, just a bit of it.
Here's how to use the Vector Tile Style Editor for Esri's ArcGIS Online to identify just the pieces you want, and save it as an alternate view of that same vector tile layer. Then you can use just that layer or layers in another web map or ArcGIS Pro map.
