Directions:

To get a broken merchant to your settlement, first:

1) Open the console (~)
2) Select the merchant by typing "PRID (INSERT REF ID HERE)" (without quotes)
3) Type "DISABLE"
4) Type "ENABLE"
5) Type "MOVETO PLAYER"
6) Exit the console

If the merchant has not arrived, try step 5 again. Once the merchant appears, use workshop mode to assign the merchant to the appropriate shop. If workshop commands are not available, do the following:

7) With the merchant still selected, open the console and type "SETPV BCOMMANDABLE 1"
8) Then type "SETPV BALLOWMOVE1"

Exit the console, and see if you can assign him with workshop mode. If not, try the following:

9) Open the console, and with the merchant selected, type "ADDKEYWORD WORKSHOPALLOWCOMMAND"

Exit the console. The merchant should now be commandable.

If, after hours of gameplay, you return to the settlement and discover that the merchant has gone, do the following:

1) Go to some other settlement where you do NOT want the merchant to live
2) Complete steps 29 from above
3) Using workshop mode, MOVE the merchant to your desired settlement.
4) Fast travel there, and move the merchant to you using the "MOVETO PLAYER" command
5) Open workshop mode, and assign the merchant to the desired shop
