Look for a lush cave biome as that where pufferfishes spawn.. Right click on the axolotl with the bucket once you find one. The Give Command for java is /give @p axolotl_bucket 1 and for PE# EDU and Windows 10 and Consoles: /give @p axolotl_bucket 1 0.
