In order to make operators that are less useful very strong in soloq you need to know the right times to pick them, and what to do to counter the other team. Picking ops like cav, who are statistically weaker is a risky choice, but when you have all the details that make for a perfect cav pick then you're able to unload her FULL POWER like we do in this theme park soloq match.
