This is a "plan oblique" terrain effect. It's like a twoandahalf dimensional perspective, with no foreshortening in the distance. Like an architectural drawing. This map uses ArcGIS Pro, Adobe Illustrator, and an open source digital elevation model (DEM) of the Rift Valley, that I downloaded here: https://dwtkns.com/srtm30m/
