This will help if you are noticing the engine very sped up, running speed too high etc on high fps(anything past 60).

Game only needs to be opened through the launcher when you make changes to the fallout_default.ini, so in the case of this video, only the first time. getnvseversion console command could technically be another number, if that command shows up at all mods should be working. I have only ever seen the value of 5 myself though.
