The build takes advantage of the newly reworked Icefall Mantle exotic, which now grants frost armor and heals you upon activation, as well as freezes nearby combatants.
This allows you to play very aggressive and get into big groups of enemies to freeze/shatter them. In more difficult content, it's a very tanky build that can play safe around cover and maintain constant Frost Armor stacks with precision hits/kills, while being able to freeze any combatants that rush your position.

Stat priority, 1Resilience 2Discipline 3Strength or Recovery in harder content

Weapons:
Kinetic: Any Stasis kinetic slot weapon, preferably one with the Headstone perk for more Stasis Crystals and Stasis Shards, which keeps up your frost armor.
Energy: Any
Heavy: Any, Ideally a grenade launcher so you can take advantage of the artifact mods, though anything you like will work. When in doubt, Stasis GL or Stasis Rocket are great choices.

Important Armor Mods
Helmet: Harmonic/Stasis Siphon
Gauntlets: Bolstering Detonation, Focusing Strike
Chest:
Legs: Recuperation, Absolution, Stasis Surge or a 2nd Absolution Mod.
Mark: Outreach or Bomber, Distribution, Proximity Ward or a 2nd Distribution Mod.

Important Artifact Mods:
Row 1:
Row 2: One with Frost
Row 3: Wind Chill, Crystalline Converter
Row 4: Armor of Eramis, Hail the Storm
Row 5: Served Cold

Subclass Your choice between Stasis, or Prismatic.
I found Stasis to have more uptime on abilities compared to Prismatic, though either option is viable.

Stasis
Grenade: Glacier Grenade
Aspects: Diamond Lance, Tectonic Harvest
Fragments: Whisper of Fissures, Rime, Shards, Conduction, Chill

Prismatic
Super: Glacial Quake (Mandatory)
Melee: Frenzied Blade
Grenade: Glacier Grenade
Aspects: Consecration, Knockout or Diamond Lance (Knockout preferred)
Fragments: Facet of Ruin, Awakening, Hope, Protection, Purpose

Gameplay loop
The build revolves around obtaining Stasis Shards from shattering Stasis Crystals, and repeated Stasis weapon precision hits/kills.
Where possible, get in close to enemies and activate your class ability to max out your Frost Armor, and freeze all nearby enemies. Punch/Shoot one of the frozen targets till they shatter, and that will kill or severely weaken the remaining enemies.

For beefier targets, throw your grenade at their feet, and follow up with a shot from your heavy weapon (or a consecration if on Prismatic) for big damage.

With Heavy/Special Ammo finder mods, you can use your weapons rather freely, though you may run low if you use only weapons, so do remember to throw those Javelins/Grenades, use your charged/uncharged melee to shatter frozen targets, and get in the thick of things to activate your class ability to maximum benefit.

When in more challenging content, getting into a group of enemies can be too dangerous, in which case building stacks of Frost Armor via precision hits/kills before getting closer can keep you alive when you do jump in, at which point you cast your class ability. Everything nearby will be frozen so you can either finish them off or reposition before shattering them. This isn't always an option however, so in those situations you would instead cast it on cooldown while playing defensively to maintain stacks and be very difficult to kill.

Your class ability should come off cooldown very quickly, and is basically available all the time. Utilize it as an offensive tool frequently when you can, and as a defensive activation when in a tough spot. If your screen isn't too cluttered with buffs, and you can keep track of your Frost Armor stacks, you can activate your class ability to refresh the timer where needed.
