After having done some extensive pixel peeping, I have come to the conclusion and determination that it was on 17th July 2013 that ITV1, ITV2, Channel 4 and Channel 5 had stopped using the 704x576 resolution on Freeview and switched to 720x576.

As such, pictures on those four channels on Freeview, since 17th July 2013, appear in the correct and full aspect ratio and don't appear slightly stretched with the edges cut off.
