You may not have an issue with your radiant heat panels heating up not only your reptile enclosure but also your room and depending on how many you, your house as well.

In my case my livingroom where I have my units will sore to 85F+ in the summer. All because the radiant heat panels "heat" also heats the room.

I can reduce that heat by at least 10 degrees simply by adding 1 to 2 inches of high quality house Insulation to the sides, top AND rear of my units.
