To upgrade your camp and unlock Fast Travel with that money, you'll need to complete the first mission available in the town of Valentine, then talk to Mr. Strauss and complete the beginning part of the mission "Money Lending and Other Sins." Once you return to the camp and give all debts to the donation box, you can access the ledger and upgrade your camp. You'll need to give gold bars to the camp to have money to upgrade. Unlocking the "Next In Line" upgrade will grant you the fast travel ability.
