This kit contains everything you would need to get started in stamping and watercolor except for an acrylic stamp block. In the kit you will get:
A large set of student grade watercolor
A waterbrush
A set of metallic watercolors
A waterproof black ink pad
A silicone project may
3 brushes
3 sheets of clear silicone stamps in floral motifs
A waterbrush filled with shimmer ink
A sturdy storage bag
Black and white paper

Pros:
The kit gives you everything you need to get started in watercolor stamping except a stamp mount, paper towels, and water jars
The quality is good enough for the task at hand, the paints are easy to control and the paper takes the ink and paint well. The paint is transparent enough to see your stamping lines.
Storage is included so it's easy to keep track of your supplies.
The bag and mat are turquoise which is very ontrend with crafters.
I think this will be priced under $45 and that seems appropriate for the values you are getting.

Cons:
I have used very similar paint from other companies and I don't really like it.
The wooden handles brushes are low quality.
The paper is fine for stamping and coloring but will not take typical watercolor techniques so if you want to try painting with this kit I would suggest upgrading the paper first.

Bottom line:
If you like the stamps, mat and bag the price isn't bad. The watercolor gets the job done and you can see if you like this kind of project without too much investment and you can reuse the nonconsumables so that's nice. If you decide to stick with watercolor you will want to upgrade the paint, brushes and paper. That said the round metallic paints are very nice and I love the sparkle pen and silicone mat and bag. For $45 to try a new craft and have the nonconsumables to use over and over it is a decent deal. I just really don't like that paint, maybe it's a "me" thing.
