Lebanon PA, 8.4.2015: The Allegheny and Monogahela Rivers come together at a point in Pittsburgh to form the Ohio River, which flows into the Mississippi. There are canal locks and dams on the Ohio River to help transport coal and other good by barge to a power plant. The Army Corps of Engineers oversees the locks and dams. The County Commissioners Association of PA (CCAP) took commissioners from across Pennsylvania on the tour for education on PA ports. Besides Pittsburgh, Erie and Philadelphia also have ports.
