Creating a Panpastel background with a colored pencil portrait on Pastelmat this video tutorial shows you in realtime how to do so. Giving a vibrant bokeh effect this only took me 30 minutes to do & really is very simple.

PanPastel colours used are:

Phthalo blue
Turquoise
Phthalo blue tint
Ultramarine blue tint
Phthalo blue ex dark tint
White
