I was taking off out of Monterey California, and was handed off to NorCal Approach when I hear. "Partial engine power, we're in the clouds and we need help" over the radio. I looked at my ipad and found the tail number that made the call, I headed that direction, but there was a low marine layer that obscured the beach. I never heard an ELT on guard and found out the following day the pilot and his two passengers made it without injury, but I was worried for them all night.
