This video shows a process in which countless people have mentioned during my lurking on sciencemadness and youtube about being adamant that PbO2 works in a chlorate cell when most of my tests and others ended up with brown muddy liquid.
There is a means and a reason theirs worked and thats due to them running initially low current density which kept errosion minimal but also once the pH rose and O2 evolution along with oxidation of hypochlorite dominted then the PbO2 would no longer have chloride mediated errosion due to the high pH.
A cell which runs a perchlorate cell suffers from this errosion due to persulfate additives which lower the pH and force Cl2 evolution at the anode. But with pH kept high it maybe possible to go from NaCl to NaClO4 using one electrode with zero errosion but it will take a stupidly long time but you can probably ignore it for a month and it will work.
