Phil Mickelson pressed down grass that was in his line of play. Why was this a penalty?

Phil is seen here pressing down grass on his Line of Play, which as per Rule 8.1, is a nono.

You are not permitted to improve the conditions affecting your stroke including by moving, bending or breaking any growing or attached natural object (e.g. grass).

This situation occurred before the Rule changes of 2019, so the player would have to accept the penalty, even if they reteed their ball in another part of the teeing area, or went and restored the grass to its former position.

HOWEVER, from 2019 the player could have tried to restore the conditions as nearly as possible so that the improvement created by the original breach is eliminated, to avoid incurring a penalty.
BUT you couldn't avoid the penalty if the improvement couldn't be eliminated, EVEN if you reteed your ball somewhere else.
