With eviction filings rising in recent years, Jersey City leaders are proposing a program that would give free legal help to tenants at risk of being evicted. "In housing court, we generally see over 80% of landlords represented. Three percent of tenants are," said Jake Ephros, chair of Right to Counsel Jersey City.
