The President referred to the Budapest Memorandum as an ineffective agreement that failed to protect Ukraine, which had given up nuclear weapons. ‘Which of these great countries, all the nuclear powers, suffered? All of them? No, only one Ukraine. Who gave up nuclear weapons? All of them? Only one Ukraine. Who is at war today? Ukraine. In a conversation with Donald Trump, I told him: ‘We are in this situation, so what is the way out? Either Ukraine will have nuclear weapons, and then it will be our defence. Or we have to have some kind of alliance. Apart from NATO, we don't know any effective alliances today,’ the Head of State said.
