In November 2004, U.S. Forces launched Operation Phantom Fury, which aimed to secure the Iraqi city of AlFallujah. Among the troops involved were the U.S. Marines of 1st Battalion, the 3rd Marine Regiment, including Sergeant Rafael Peralta, whose bravery during house clearance operations led to him being recommended for a posthumous Medal of Honor.

However, controversially, the U.S. Department of Defense downgraded his recommendation to a Navy Cross.
