I got a reference from someone's theory that Shimu froze Ghidorah not alone and was assisted by Godzilla because that's probably why Shimu bowed to Godzilla when she was free from Skar King even though she was stronger than Godzilla.

I know it's just a theory but it's cool if it happened Seeing these two big lizards fight together.
