In 2021 Law 9996 was enacted under President Juan Carlos Alvarado. Costa Rica passes the law which is a temporary initiative, valid for 5 years to aid financial recovery during the pandemic. Various issues, including bureaucracy, hinder the law's effective implementation.

February 2023, nearly two years after the passing of the law, new President Rodrigo Chavez signs the rules for its implementation.

April 2023 the application process begins. Pablo's company, International Relocation starts the process for import tax exemption.

In June 2023 the first import tax exemption under the law is APPROVED, worth $10,754.77.

One month later (July '23), Pablo company announces that they have successfully submitted and received the first approval by the exoneration department. This is a historic achievement for those who have completely accomplished the immigration process under investor, retiree, or rentista categories.

Note: Since this law is a temporal initiative valid for 5 years, only those who meet the specific requirements will have the opportunity to benefit from it, emphasizing the importance of timely and accurate implementation.
