Double yellow lines mean no waiting at any time, unless there are signs that specifically indicate seasonal restrictions.

'No waiting' signs are easily confused with 'no stopping' signs. Rather than displaying a red cross they feature a single diagonal red stripe on the same blue background. Drivers are allowed to drop off or pick up a passenger in a no waiting zone, although anything longer is prohibited.

Unlike the “No Parking” sign, which allows brief stops for loading or unloading, the no stopping sign requires drivers to keep their vehicles in constant motion while passing through the designated area. The “No Stopping” sign is recognizable by its circular shape, red border, and a white symbol in the center.❌

The sign is exacty the same on both sides of the road in this video which is common BUT make sure you check the sign on your side of the road when parking on the line or the area you are parking in.
