Nakasaad ngayon sa General Approprations Act na ang mga sobrang fund balances ng GovernmentOwned and/or Controlled Corporations (GOCCs) tulad ng PhilHealth ay mapupunta sa pondo ng Unprogrammed Appropriations o mga gastusin na labas sa fiscal program ng gobyerno.

Para kay UP School of Economics Prof. Cielo Magno, mas maiging gamitin na lamang ng PhilHealth ang mga sobrang pondo nito sa pamamagitan ng pagbaba ng contributions at paglawak ng benefits kaysa sa maging reserbang pondo ito sa mga proyekto ng gobyerno.
