Stretches of the Don Valley Parkway are closed in both directions. Parts of the key highway, which runs from the north part of the city into downtown, were under brown water by Tuesday afternoon. Multiple stranded vehicles could be seen abandoned in the lanes, with water having risen up past their headlights in some cases. Scott Stratton, of the Ontario Provincial Police highway safety division, explains the dangers.
