With further billions in aid and a summit next month in Germany, US President Joe Biden wants to strengthen Ukraine in the war against Russia. Kiev will receive almost eight billion dollars (around seven billion euros) in further military aid as well as longerrange ammunition, Biden said on Wednesday before a meeting with Ukrainian President Volodymyr Zelensky in Washington. This is intended to help Ukraine "win this war". The summit of the socalled Ukraine Contact Group in October in Germany is also intended to contribute to this.

The US president did not initially comment on Zelensky's hopedfor approval of the use of Western weapons against targets in Russia. Ukraine has long been urging its allies to lift restrictions on weapons supplied by the West so that they can also attack targets deep in Russia's interior. The US has so far rejected this, fearing an escalation that could lead to a direct conflict with Russia.

On Wednesday, Russian President Vladimir Putin announced a change to Russia's nuclear weapons doctrine, which would make it easier to use nuclear weapons in the event of "massive" air strikes on Russian territory. Putin's spokesman Dmitry Peskov described the new doctrine on Thursday as a warning to Western supporters of the Ukrainians.

An EU Commission spokesman "firmly rejected Putin's threats". He said that this was "reckless and irresponsible behaviour" by the Russian head of state. German Defence Minister Boris Pistorius (SPD) said on Thursday during a visit to Lithuania that such statements were "part of Vladimir Putin's repertoire".

In addition to the USA, other NATO countries such as Great Britain, Germany and Italy have also set strict limits on Kiev's use of its weapons against targets in Russia. However, the USA and Great Britain have supplied weapons with the longest range to Ukraine.

Following Biden's statement, Ukrainian President Zelensky announced that his country would use the new US military aid "as effectively and transparently as possible" to "achieve our most important common goal: a victorious Ukraine, a just and lasting peace, and transatlantic security."

Biden invited highranking representatives of Ukraine to a meeting in Germany in October. At a summit of the Ukraine Contact Group, more than 50 supporting countries were to discuss how they can support Ukraine "in its defense against Russian aggression." Biden has announced a visit to Germany for October 1012. The meetings of the Ukraine Contact Group have so far always taken place at the US Air Force base in Ramstein, RhinelandPalatinate.

Biden's national security adviser Jake Sullivan said a few days ago that the president would use his remaining term in office to give Ukraine the best possible position in the conflict with Russia. Biden wants to put Ukraine "in the best possible position to prevail" in the next four months. The US president will be replaced in January by either his current deputy Kamala Harris, who has announced further support for Ukraine or by former president Donald Trump.

A meeting with Trump was originally planned during Zelensky's stay in the USA. However, this was apparently put on hold after the Republican accused the Ukrainian president on Wednesday of rejecting a "deal" with Russia to end the war and questioned financial support for Kyiv.
